Notary Service

Please review the following information:

We are not attorneys licensed to practice law and may not give legal advice about immigration or any other legal matter or accept fees for legal advice.

Notary service is available at the library, by appointment only by calling 973-285-6969.

  • Notary service is limited to five documents per person, per visit.
  • We do not provide notary service 30 minutes before closing.
  • We notarize most forms, but our notary service is not available for certified copies (e.g. birth and marriage certificates), passports, I-9 Forms, real estate, loan documents, and certain other documents.
  • The Library will not provide witnesses, and witnesses may not be solicited from patrons using the Library.

  • Per New Jersey Law,  (N.J. P.L. 2021 Chapter 179-8(PDF, 112KB)), and the New Jersey Notary Manual, (Notary Public Manual Chapter 6(PDF, 63KB)), all documents requesting notarization MUST contain the appropriate notarial language, (Example(PDF, 48KB)). If your document does not contain this language, a Certificate of Notarization must be filled out and attached to your document. 

  • The Library reserves the right to decline service for any reason.

These sites offer notary service:

  • Banks, law offices, your insurance company, and your real estate agent. These are generally limited to account holders/clients who need documents notarized for current services rendered.
  • Morris County Office of Hispanic Affairs in Dover (Spanish language). Call 973-366-4770.
  • UPS Store located in the Shoprite complex, next to Starbucks on Horsehill Road & East Hanover Avenue, as well as most UPS Stores.
  • 123Notary – mobile notaries will come to your home or office.
